Before joining COST, Judy worked with a public affairs firm in a marketing and public relations role and most recently consulted for several law firms tracking and analyzing state legislation and regulatory issues. From 1997 to 2000 Judy worked at COST as Legislative Associate. Judy earned her Bachelor of Arts degree majoring in English at the University of Massachusetts, Amherst and her Master of Public Administration degree from The George Washington University.
